Amends A.R.S. sections 38-502 and 38-503 relating to conflict of interest requirements for public officers and employees.

Updates definition of "public competitive bidding" to reference A.R.S. title 41, chapter 23 instead of chapter 4, article 3.

Adds new "remote interest" category for direct or indirect ownership interests in real property valued at $1,000 or less.

Increases the threshold for trade/business/occupation remote interests from 10 members to 50 members and adds requirement that interest must be de minimis.

Prohibits public officers and employees from requiring employees to perform acts violating conflict of interest laws or assisting with political party activities, campaigning, or political fund-raising on government time.
