Amends Arizona Revised Statutes section 1-301 to establish the fourth Monday in March as "Cesar Chavez Day," a legal holiday in Arizona.

Adds Cesar Chavez Day as the fifth holiday in the enumerated list of state holidays, shifting the numbering of all subsequent holidays accordingly.

Applies the same holiday observance rules to Cesar Chavez Day as other fixed-date holidays, including Monday observance when the holiday falls on Sunday and Friday observance when it falls on Saturday.

Repeals section 1-308 of Arizona Revised Statutes as part of the statutory reorganization related to holiday designations.
