Amends Arizona Revised Statutes section 28-3153 regarding driver license issuance requirements.

Department shall not issue or renew a driver license or nonoperating identification license unless the applicant submits proof that their presence in the United States is authorized under federal law.

Specifies that a federally issued employment authorization document constitutes acceptable proof of authorized presence in the United States.

Department cannot accept a driver license from another state as primary identification if that state does not require proof of lawful presence in the United States.

Director must adopt rules establishing procedures for verifying applicant status and issuing temporary driver permits pending verification of authorized presence.
