Requires the Arizona Health Care Cost Containment System (AHCCCS) administration to conduct an annual audit by July 1 each year to verify payment primacy by electronically matching member identities against enrollment in other health plans.

Mandates AHCCCS file audit results with the Department of Insurance by September 1 annually and submit copies to the Governor, legislative leaders, Joint Legislative Budget Committee, and Secretary of State.

Requires AHCCCS to issue a public request for proposals (RFP) for a contractor to develop cost-avoidance and recovery methodology for determining third-party liability and coordination of benefits.

Stipulates the Joint Legislative Audit Committee must review the RFP before issuance and any awarded contract must include a cost-avoidance methodology demonstration in the proposal.

Specifies contractor payment must be funded through costs recovered by the recovery methodology provided by the contractor, with reasonable reimbursement limits specified in the contract.
