Amends Arizona Revised Statutes Section 13-3108 to strengthen state preemption of local firearm regulations by adding enforcement mechanisms and penalties against political subdivisions that violate state law.

Establishes that courts must declare any ordinance, regulation, tax or rule violating the section invalid and issue a permanent injunction, with no defense available based on good faith or legal advice.

Imposes civil penalties of up to $5,000 against elected or appointed government officials or agency heads whose jurisdiction involves knowing and willful violations of the section.

Prohibits political subdivisions from using public funds to defend or reimburse persons found to have knowingly and willfully violated the section, and makes such violations grounds for employment termination.

Creates a private right of action allowing persons or organizations adversely affected by violations to sue for declaratory relief and actual damages up to $100,000, with the prevailing plaintiff entitled to recover reasonable attorney fees and costs.
