Requires the executive director of the legislative council to prepare a racial impact statement on written request by any legislator analyzing how a bill would affect distinct racial or ethnic groups.

Racial impact statements must analyze disparate impacts in eight areas: criminal justice, public health, education, public welfare, consumer protection, voting rights, child protective services, and housing.

Bills or measures for which a racial impact statement has been requested cannot be scheduled for a third or final reading vote until the statement is issued.

The executive director must issue the racial impact statement within 15 calendar days of receiving the request and notify the chief clerk of the House and secretary of the Senate.

Defines "distinct racial or ethnic group" as any category of race or ethnic origin identified by the U.S. Census Bureau in the most recent decennial census.
