Amends Arizona Revised Statutes Section 41-1544 to require the authority to transfer $3 million annually from the Arizona Job Training Fund to the Department of Economic Security for vocational rehabilitation services.

Maintains existing requirements that minimum 25% of appropriated monies support training for small businesses (under 100 employees) and minimum 25% support training for businesses in rural areas.

Specifies that businesses with fewer than 100 employees located in rural areas count toward both minimum percentage requirements.

Continues restrictions on fund use including: no more than 50% for incumbent worker training, single grants capped at 10% of estimated annual fund total, and lists nine categories of ineligible employer costs for reimbursement.

Defines "rural area" as counties with populations under 750,000 or census divisions under 50,000 in larger counties based on most recent U.S. decennial census.
