Amends Section 15-1441 of Arizona Revised Statutes to eliminate at-large governing board member positions for community college districts in counties with populations of at least three million persons.

Removes the requirement for counties with three million or more residents to elect two additional governing board members at-large, effective July 1, 2012.

Retains the five precinct-based elected board members in community college districts as the standard structure for all counties.

Allows existing board members serving in counties with populations of at least three million persons to continue serving until their terms expire; the change applies prospectively to future elections.
