Allows board of supervisors to set dog licensing fees for dogs three months of age or older, with a new separate licensing period not exceeding one year for dogs under three months of age.

Creates a temporary dog license for pet dealers, dog breeders, and individuals selling dogs under three months of age; purchasers must obtain regular vaccination and licensing within one year of purchase.

Requires pet dealers to obtain a dog license pursuant to sections 11-1010 or 11-1010.01 before placing a dog up for sale.

Requires pet dealers to provide purchasers with a written statement at time of sale that includes the record of the license obtained for the dog.

Makes minor technical corrections to existing statutes related to dog licensing and pet dealer regulations, including clarifications on vaccination requirements and terminology changes.
