Amends section 36-545.04 to add subsection C establishing that if a person is eligible for federal benefits under chapter 29, the county's cost for services is limited to the nonfederal share of the service cost.

Modifies section 36-3408 to change "state funds" to "public monies" in subsection D, broadening the definition of funding sources to which eligibility requirements apply.

Maintains existing provisions requiring physicians, psychologists, nurse practitioners, and social workers to be compensated by the county at a court-determined reasonable amount for evaluations and testimony when not otherwise compensated.

Preserves requirements that individuals requesting behavioral health services comply with financial screening and eligibility determination processes, including applications for federal benefit programs.
