Changes "When" to "IF" at the beginning of the statute for grammatical consistency.

Changes "such" to "the" and "shall have" to "has" to update outdated statutory language.

Clarifies that parental termination decrees from other states have the same force and effect in Arizona as decrees granted by Arizona courts.
