• Amends section 15-975 of the Arizona Revised Statutes relating to state and local assistance to school districts.

• Requires joint common school districts to regard each portion of their territory within separate counties as distinct school districts for purposes of calculating state, county, and federal aid.

• Mandates that student enrollment and attendance records be kept to clearly show which county each student resides in and be submitted electronically to the superintendent of public instruction.

• Applies section 15-101 provisions to joint common school districts using the net valuation of the district portion within each county as the "assessed valuation."

• Requires each county portion of a joint common school district to be treated as employing five or more contract classroom teachers for statutory purposes.
