Requires the Department of Land Resources and State Forester to develop and adopt best land management practices for state lands by January 1, 2016 to decrease wildland fire severity.

Mandates creation of specific area plans for identified state lands and requires at least two public meetings (one at state capitol and one in the affected county) before implementation.

Establishes the Best Land Management Practices Fund to be administered by the Commissioner, with monies used for planning, administration, development and implementation of best land management practices.

Appropriates $20,000,000 from the state general fund in fiscal year 2014-2015 to the newly established Best Land Management Practices Fund.

Allows the Commissioner to coordinate and contract with public and private entities to implement best land management practices, and permits acceptance of federal monies and private grants to support the program.
