Increases maximum interest rates charged by pawnbrokers from 8% to 13% per month for the first two months and from 6% to 11% per month thereafter.

Adds new provision requiring pawnbrokers to waive unpaid interest charges and hold pledged goods for 60 days after deployment ends when presented with military orders showing active duty service in the Arizona National Guard or U.S. Armed Forces.

Amends penalty provisions to include violations of the new military member protection requirement as a class 1 misdemeanor.
