Creates new statute (A.R.S. 13-3121) making it unlawful to store or keep a loaded firearm on premises under a person's control if a minor is likely to gain access without parental permission, unless the firearm is securely locked or carried on the person.

Provides a defense if the firearm owner filed a police report showing the firearm was stolen before any injury or death occurred, and exempts cases where a minor obtains the firearm through unlawful entry by another person.

Establishes strict liability for damages if a minor obtains an improperly stored loaded firearm and causes injury or death to themselves or another person.

Creates criminal penalties: Class 1 misdemeanor for violation of the storage requirement; elevated to Class 3 felony if a minor uses the firearm to kill someone; elevated to Class 4 felony if a minor uses the firearm to injure someone.
