Amends section 15-203 of Arizona Revised Statutes to add new duties for the state board of education regarding teacher preparation and college/career readiness.

Mandates that students seeking elementary teaching certification receive an assessment before certification to verify knowledge in scientifically-based reading and mathematics instruction aligned with college and career readiness standards.

Requires continued preparation for elementary teacher candidates in formative and summative assessments within school and classroom settings using technology-based systems that measure student improvement.

Establishes legislative intent that K-12 education, community colleges, and universities form partnerships in mathematics and science to create a seamless system for college and career readiness.
