Requires motor vehicle drivers to maintain a minimum safe distance of 3 feet when passing bicycles in any direction and allows crossing center yellow lines if necessary to pass safely with no oncoming traffic.

Makes collision between motor vehicle and bicycle prima facie evidence of driver's failure to maintain safe passing distance.

Establishes civil penalties of up to $500 for violations resulting in serious physical injury and up to $1,000 for violations resulting in death.

Prohibits vehicles from operating, stopping, parking or standing in bicycle lanes or paths except in emergencies or when crossing to access public or private roads/driveways, with requirement to yield to bicyclists.

Makes collision between motor vehicle and bicyclist prima facie evidence of operator's failure to yield when entering or crossing a bicycle lane or shoulder.
