Establishes the major event public safety reimbursement fund administered by the Department of Administration to reimburse host communities for extra public safety costs directly attributable to major events held in Arizona.

Defines "major event" as a nationally or internationally recognized event with at least 14,000 attendees broadcast live on television, awarded through competitive bidding by a site selection organization (excludes public television events).

Requires host communities to submit a major event public safety report to the Joint Legislative Budget Committee and Department of Administration at least 90 days before the event estimating costs; the state shall deposit up to $2 million from the general fund within 120 days after the event concludes.

Allows host communities to request reimbursement within 120 days after the event with documentation of actual expenses; the Department of Administration must remit funds within 30 days of receipt and communities must verify proper use through their financial audit.

Establishes a Major Event Public Safety Reimbursement Study Committee to review reports and make recommendations to the legislature on continuing the fund; the statute and study committee are both set to expire December 31, 2015 and September 30, 2016 respectively.
