Amends Arizona Revised Statutes sections 38-766, 38-849, and 38-884 relating to public pension plans and retired member reemployment restrictions.

Prohibits employers from contracting with or leasing retired members within specified timeframes: 365 days after retirement under ASRS (section 38-766), one year after retirement under PSPRS (section 38-849), and twelve months after retirement under the retirement plan (section 38-884).

Maintains existing rules that suspend retirement benefits when retired members return to work in their same or similar positions, but allows continued benefit payments if reemployed in positions requiring participation in a different state retirement system.

Preserves exceptions allowing retired members to return to work without benefit suspension for certain positions such as entry-level nonsupervisory positions filled through open competitive processes and positions like fire inspector or arson investigator.

Requires employers to pay a rate established by the actuary for periods when retired members work but have not yet resumed full active membership status.
