Establishes a regulatory framework allowing adults 21 and older to possess up to 1 ounce of marijuana, grow up to 5 plants for personal use, and possess marijuana accessories without state seizure or forfeiture.

Creates four types of regulated marijuana establishments (cultivation facilities, testing facilities, product manufacturing facilities, and retail stores) that must obtain annual registration from the Department of Health Services within 45-90 days of application.

Imposes a $50 per ounce excise tax on marijuana transferred from cultivation facilities to retail stores or manufacturers, with surplus revenue distributed as 30% to education, 10% to substance abuse treatment, 10% to public health education, and 50% to the general fund.

Prohibits smoking marijuana in public places (subject to $500 civil penalty), requires personal cultivation to be hidden from public view and secured from minors, and maintains criminal penalties for minors using false ID to purchase marijuana.

Requires the Department of Health Services to adopt rules within 180 days that cannot prohibit or make unreasonably impracticable the operation of marijuana establishments, with provisions protecting consumer privacy and preserving existing medical marijuana program rights.
