Amends Title 41, Chapter 23 of Arizona Revised Statutes by adding Article 14 regarding appeals of solicitations and contract awards.

Allows protesting parties at administrative hearings to present evidence rebutting defenses or findings, including evidence not filed during the initial protest period or disclosed after the protest period closed.

Defines "relevant evidence" as all issues raised by the appealing party that were not dismissed by the department before the solicitation or contract award was appealed.
