Amends section 13-1602 to add graffiti (drawing or inscribing messages, slogans, signs or symbols on public or private buildings without permission) as a form of criminal damage, classified as a class 2 misdemeanor unless damage exceeds specified dollar thresholds.

Expands the definition of "damages" for graffiti violations under section 13-1602(A)(5) to include reasonable labor costs, material costs, and equipment costs used to abate or repair the damage, in addition to the cost of repair or replacement.

Amends section 13-1604 to include the same expanded definition of damages (labor, materials, and equipment costs) when calculating the amount of damage for aggravated criminal damage charges.

Modifies section 8-344 to cap parental restitution liability at $2,500 for juvenile graffiti violations under section 13-1602(A)(5), while maintaining existing liability limits for other offenses.
