Removes criminal penalties for physicians performing partial-birth abortions and instead removes the civil action rights for fathers and maternal grandparents that previously existed under the law.

Removes criminal misdemeanor penalty for physicians performing abortions on minors without parental consent and eliminates parental civil action rights to sue for damages and statutory damages of $5,000 or three times the abortion cost.

Eliminates civil action provisions from informed consent requirements in sections 36-2153 and 36-2158, removing rights for women, fathers, and maternal grandparents to sue for damages up to $5,000 or three times the abortion cost plus attorney fees.

Removes criminal misdemeanor penalty for physicians performing abortions at 20 weeks gestational age or later and eliminates civil action rights for women, fathers, and maternal grandparents to sue for damages and statutory relief.
