Directs the Arizona Department of Transportation Director to establish minimum yellow light change interval times for traffic control devices based on nationally recognized engineering standards from the Institute of Transportation Engineers.

Amends photo enforcement system requirements for red light violations to ensure traffic control devices conform to manual and specifications prescribed in state law.

Requires that yellow light change interval times must be equal to or greater than the recognized national standard plus one additional second for photo enforcement citations to be valid.
