Amends Arizona law to allow special organization license plates authorized before September 30, 2009 to remain valid unless specifically terminated by the legislature.

Creates a new mechanism for discontinuing special license plates by requiring a minimum threshold of requests in the prior fiscal year (specific number left blank in bill text), excluding plates for specific causes like disabled veterans and military organizations.

Allows persons issued special plates before January 1, 2016 to continue renewing those plates indefinitely, with annual donations continuing to be distributed per the original statute.

Requires the Department of Transportation to notify nonprofit organizations that benefit from special license plate revenues about the amended law.

Effective date: December 31, 2015.
