Adds section 3-1313 establishing livestock and poultry cruelty prohibitions, making it unlawful to intentionally, knowingly or recklessly cause injury or suffering to livestock or poultry through torture, deprivation of sustenance, or cruel beating or mutilation.

First violation of livestock cruelty is a class 1 misdemeanor; second or subsequent violations are a class 6 felony.

Exempts normal good husbandry practices, pest extermination, and humane slaughter or euthanization from the livestock cruelty statute.

Prevents counties, cities and towns from enacting ordinances relating to livestock treatment or animal husbandry practices that are more restrictive than state law.

Amends section 13-2910 (animal cruelty) to exclude livestock and poultry that are part of regulated agricultural operations, adds animal hoarding as a class 6 felony offense, and allows courts to require psychological evaluation and counseling for animal cruelty convictions.
