Establishes authority for chief law enforcement officers or their designees from two or more cities, towns, Indian tribes, or counties to form a joint powers public safety committee to facilitate sharing of criminal justice information between law enforcement agencies.

Requires the governing board to establish rules for committee governance, security, privacy, confidentiality, and dissemination of information in compliance with state and federal law.

Authorizes the governing board to elect a budget officer and annually adopt a budget for the committee.

Allows the committee to accept and spend public monies and private grants, gifts, and contributions.

Provides that committee membership does not constitute holding public office and does not disqualify members from holding any public office or employment.
