Establishes a drug treatment alternative to prison (DTAP) program that counties may create to provide treatment instead of incarceration for eligible drug offenders.

Eligible participants include persons with two or more prior drug convictions currently charged with drug possession/use, or persons with one or more prior felonies charged with methamphetamine possession or drug-related property offenses; excludes those convicted of drug sales, manufacturing, transportation, or serious violent offenses.

Requires participating counties to establish a drug treatment alternative to prison fund supported by legislative appropriations, county funds, grants, and donations, with the county attorney administering the fund.

Directs the joint legislative budget committee to calculate state cost savings from successful program completions beginning in fiscal year 2016-2017 and appropriate those savings back to counties.

Appropriates $250,000 to Pima County for fiscal years 2014-2015 and 2015-2016 to establish and maintain drug treatment alternative to prison programs.
