Amends Section 49-542 of Arizona Revised Statutes to modify the vehicle emissions inspection program exemption for older vehicles by changing the exemption from vehicles manufactured in or before 1966 to vehicles manufactured forty years before the year the inspection is due.

Clarifies that if the EPA issues a vehicle emissions testing exemption for motor vehicles manufactured in or before 1974 for state implementation or maintenance plan purposes, those vehicles are exempt from inspection.

Makes grammatical corrections throughout the statute, replacing "which" with "that" and "the provisions of" with direct article references for improved readability.

Maintains all other existing provisions of Arizona's emissions inspection program, including requirements for fleet operators, diesel vehicles, and certificates of waiver.
