Amends section 5-572 to allocate $500,000 annually from the state lottery fund to a newly established tribal college dual enrollment program fund.

Creates section 15-244.01 establishing the tribal college dual enrollment program fund to be administered by the department of education.

Department of education shall distribute fund monies to compensate tribal colleges for waived tuition and fees allowing high school students to attend tribal college classes, including electronically provided courses.

Fund consists of lottery allocations, legislative appropriations, and gifts or grants from public or private sources, with investment earnings credited back to the fund.

Monies in the fund remain subject to legislative appropriation.
