Establishes a mechanism for paying wildland fire suppression claims when federal agencies are slow to reimburse, with the state initially paying from the fire suppression revolving fund and then certifying unpaid federal claims to the budget stabilization fund after 30 days.

Expands the definition of reimbursable wildland fire suppression services to include personnel hours, used supplies, and reasonable equipment damage costs exceeding normal wear and tear.

Requires federal agencies or claim holders who receive state payments for federal reimbursement claims to reimburse the state within 30 days after the federal agency eventually pays.

Creates a continuous appropriation from the budget stabilization fund to the state treasurer for payment of fire suppression claims certified by the state forester.

Maintains the fire suppression revolving fund with an updated provision requiring excess balances exceeding $2 million at year-end to transfer to the state general fund.
