Amends Arizona Revised Statutes section 13-1502 to add criminal trespass in the third degree for knowingly using a mobile surveillance device to observe individuals or private property without permission.

Adds new chapter 51 to title 41 establishing limitations on government agencies and law enforcement use of mobile surveillance devices.

Prohibits use of mobile surveillance devices to observe individuals or private property without permission except pursuant to a search warrant or during a declared state of emergency.

Defines "mobile surveillance device" as a powered or unpowered aerial vehicle without a human operator that may be operated by remote control.

References existing state of emergency definition from section 26-301 for purposes of authorized surveillance device use.
