Adds non-compliance with financial responsibility (insurance) requirements as a standalone ground for vehicle removal and immobilization or impoundment under Arizona Revised Statutes section 28-3511, subsection A, paragraph 6.

Removes previous subsection B which required multiple conditions (suspended/revoked license, lack of insurance, and accident involvement) to be met simultaneously for vehicle impoundment.

Reorganizes vehicle impoundment provisions by redesignating subsections, with the DUI/impaired driving impoundment provisions moving from subsection C to subsection B.

Maintains the 30-day immobilization or impoundment period for vehicles removed under the revised statute.

Requires proof of current vehicle insurance (financial responsibility compliance) before a vehicle can be released to the owner, in addition to valid driver license and vehicle registration requirements.
