Establishes a $5,000 one-time grant program for Arizona veterans who are first-time home buyers purchasing homes in the state, administered by the Arizona Department of Housing after verification by the Arizona Department of Veterans' Services.

Defines "Arizona veteran" as a veteran of the U.S. Armed Forces who listed Arizona as their home of record at the time of initial entry into the armed forces.

Appropriates $1,000,000 from the housing trust fund to the Arizona Department of Housing in fiscal year 2014-2015 to fund the veteran first-time home buyer grants.

Exempts grants issued under this program from chapter 24 requirements and exempts the appropriation from lapsing provisions, allowing unused funds to carry forward until exhausted.

Adds an exemption to the state's grant solicitation laws to allow the Arizona Department of Housing to issue these grants without complying with competitive bidding requirements.
