School districts and charter schools must adopt a green cleaning policy and purchase environmentally sensitive cleaning products by December 31, 2015, or annually notify the Department of Education if adoption is not economically feasible.

The Department of Education, in consultation with the Department of Environmental Quality, shall develop and provide green cleaning supply guidelines and specifications to all school districts and charter schools.

State agencies must reduce energy use in public buildings by 20 percent per square foot by July 1, 2022, and all state agencies, universities, school districts, and community college districts must purchase at least 10 percent of their energy from green sources by July 1, 2019.

Establishes the Energy and Water Efficiency Fund for Public Facilities administered by the Arizona Commerce Authority with at least 10 million dollars available to provide low-interest loans to state entities, cities, counties, and political subdivisions for energy and water efficiency improvements.

Creates a Green Public Schools Task Force to identify retrofit procedures for leadership in energy and environmental design standards, recommend a model green cleaning policy, and provide recommendations on financing school sustainability by November 1, 2015.
