HB 2648 Summary

• Requires custom orthotic and prosthetic devices furnished by health care providers to be provided by accredited fabricators or suppliers as approved by Centers for Medicare and Medicaid Services, effective July 1, 2015.

• Mandates that custom orthotic and prosthetic devices be provided by qualified practitioners as defined in federal law (42 U.S.C. § 1395m(h)(1)(F)) or licensed under Arizona Title 32, chapters 7, 13, 17, 19, or 34.

• Requires a valid prescription for all custom orthotic and prosthetic devices.

• Prohibits health care providers from collecting payment from members for custom prosthetic devices that fail to meet reimbursement requirements, making members not responsible for any reimbursement that would have been paid by contractors or the state administration.

• Defines custom orthotic or prosthetic devices as individually fabricated devices over a positive model of the patient, excluding shoes, shoe inserts, dental devices, and internal body organ replacements.
