Mandates disclosure of the total value of all outstanding debt obligations, including unfunded pension liabilities and the per capita equivalent amount for residents within each local government's jurisdiction.

Maintains existing requirements for local government websites to list governing board members with contact information, administrative leadership, election information, and special election notices.
