Amends Arizona Revised Statutes § 16-584 regarding provisional ballot procedures and verification requirements.

Allows qualified electors whose names are not on the precinct register to vote provisional ballots upon presenting identification or signing an affirmation of voter eligibility.

Requires county recorders to verify provisional ballots within 10 calendar days after federal elections and within 5 business days after other elections.

Establishes procedures for counting votes from voters who cast provisional ballots in incorrect precincts by creating duplicate ballots containing only votes for races in which the voter was entitled to vote.

Requires county recorders to notify provisional ballot voters at no cost whether their ballot was verified and counted, using methods such as mail notice, toll-free telephone, or internet access.
