Amends section 16-579 of Arizona Revised Statutes regarding the procedure for obtaining ballots at polling places.

Requires ballots cast by qualified electors listed as early voters who surrender their early ballot or state they have not voted early to be labeled as "permanent early voting list verification ballots."

Makes minor technical changes to signature roster procedures, replacing "prior to" with "before" and "shall" with "do" in existing language.

Applies only to in-person voting at polling places; does not affect early voting procedures for electors using those methods.
