Establishes a separate dental hygienist commission with seven members (two dentists and five dental hygienists) to oversee discipline and continuing education of dental hygienists, independent from the state board of dental examiners.

Transfers disciplinary authority for dental hygienists from the board to the new commission, including investigation, hearings, and imposition of sanctions such as license revocation, suspension, censure, probation, and administrative penalties.

Grants the commission authority to audit up to 10% of licensed dental hygienists annually for continuing education compliance and to review and certify courses in local anesthesia, nitrous oxide analgesia, suture placement, and other advanced procedures.

Provides commission members with compensation of $200 per day for work performed and requires the board's staff to handle administrative responsibilities for the commission.

Amends existing dental practice statutes to reference the commission alongside the board in matters of discipline, investigations, subpoena authority, and enforcement procedures for dental hygienists.
