Establishes comprehensive bullying prohibition covering school grounds, school buses, school-sponsored activities, and off-campus conduct using school technology that creates a hostile environment or materially disrupts school operations.

Requires each school district and charter school to develop, implement, and update bullying prevention and intervention plans at least every two years in consultation with teachers, staff, parents, law enforcement, and community members.

Mandates bullying prevention plans include specific components: descriptions of prohibited conduct, reporting procedures, investigation processes, disciplinary actions, victim protection strategies, parent notification procedures, professional development requirements, and counseling or referral services.

Prohibits retaliation against anyone reporting bullying, providing investigation information, or witnessing bullying incidents, with disciplinary consequences for pupils who make false accusations.

Defines "bullying" as repeated use of written, verbal, electronic, or physical expression causing physical/emotional harm, reasonable fear, hostile environment, infringement of rights, or substantial disruption to education; includes "cyberbullying" through electronic communications or impersonation on the internet.
