Amends Arizona abortion informed consent requirements to add rape and incest as exceptions to the 24-hour waiting period and certain disclosure requirements.

Allows women who become pregnant through rape or incest to omit information about the father's child support liability from their informed consent consultation.

Requires the Department of Health Services to establish a website within 90 days containing information about pregnancy support services, medical risks, fetal development, and abortion procedures.

Maintains existing civil remedies allowing women, fathers, and maternal grandparents to sue for violations of informed consent requirements, with damages up to $5,000 or three times the abortion cost plus attorney fees.

Preserves the ultrasound requirement in Section 36-2156 with rape and incest exceptions, allowing women to decline viewing the ultrasound image or hearing fetal heart tone.
