Establishes a capital punishment study group consisting of 20 members including legislators, judges, prosecutors, public defenders, attorneys, and advocates appointed by legislative and executive leaders.

Study group must conduct a thorough examination of capital punishment administration in Arizona and determine whether it is consistent with constitutional principles and administered in a rational, fair, and accurate manner.

Group must submit findings and recommendations report to the governor, president of the senate, and speaker of the house on or before December 1, 2014.

Members receive no compensation but are eligible for expense reimbursement under Arizona law.

Study group provisions automatically expire on December 31, 2014.
