Amends Arizona Revised Statutes section 15-393 to modify joint technical education district (JTED) governance and operations requirements.

Allows grade 9 students enrolled in career and technical education programs leading to certification or postsecondary degrees to be counted in JTED student count and average daily membership at 30% of per-pupil funding for grades 10-12.

Requires centralized campuses in counties with populations exceeding 800,000 to offer at least 15 JTED programs, and mandates JTEDs exceeding 2,000 students develop plans to construct a centralized campus within five years.

Adds definitions for "sustainable redevelopment project" to mean facilities that were at least 50% vacant for six months or achieve green building certification standards.

States legislative intent to fully fund the JTED formula in fiscal year 2014-2015.
