Amends Arizona Revised Statutes Section 32-2154 to authorize the real estate commissioner to impose civil penalties when issuing cease and desist orders for violations of real estate laws or commissioner rules and orders.

Establishes civil penalty amounts: $1,000 for a first violation and up to $2,500 for subsequent violations.

Maintains existing authority for cease and desist orders, restitution, affirmative corrective action, and court injunctions while adding the new civil penalty option.
