Establishes a joint legislative study committee on rural teacher retention consisting of nine members including House and Senate education committee chairs, legislators from both parties, the governor or designee, nonprofit education representative, business community member, and teacher organization representative.

Committee chairperson shall be the House education committee chairperson or their designee.

Committee must study practices and policies that improve rural teacher retention and submit findings and recommendations to the governor, Senate president, and House speaker by December 31, 2014.

Committee provision is repealed February 15, 2015.
