Appropriates an identical amount of $119,247,100 and 1041.7 FTE positions from the state general fund for fiscal year 2015-2016.

Makes these general fund appropriations the only funding source for the Department of Public Safety's operating expenses, replacing any appropriations that would otherwise come from the highway user revenue fund in both fiscal years.
