Grants Arizona bidders preference over nonresident bidders when two or more low, responsive offers from responsible bidders are identical in price for contracts awarded pursuant to section 41-2533, subsection G.

Requires purchasing agencies to add a percentage increase to bids of nonresident bidders equal to the preference percentage given to bidders in their home state, as published annually by the department by January 1.

Defines "Arizona bidder" as a bidder that is authorized to transact business in Arizona, maintains its headquarters in Arizona for at least 12 consecutive months before submitting a bid, and has paid all assessed taxes.

Defines "headquarters" as a principal central administrative office where primary headquarters-related functions and services are performed, including financial, personnel, administrative, legal, and planning functions.
