Prohibits the Arizona Department of Environmental Quality from cooperating with the U.S. Environmental Protection Agency regarding implementation or enforcement of Clean Air Act standards for particulates, including PM-10.

Allows the department to monitor or track PM-10, PM-2.5, or other particulates at the director's discretion, but prohibits reporting or compliance with EPA laws, rules, or programs regarding particulates.

Legislature declares federal enforcement of Clean Air Act particulate amendments of 1990 unconstitutional based on the Printz v. United States Supreme Court decision regarding federal commandeering of state officials.

States that the federal government cannot use punitive measures, financial or otherwise, to force Arizona to implement particulate regulations.
