Urges the United States Congress to establish a Select Committee on POW and MIA Affairs in the House of Representatives to investigate unresolved cases of American military personnel.

Directs the committee to conduct a full investigation of all unaccounted American military personnel from World War II, the Korean War, the Vietnam War, Cold War missions, the Persian Gulf War, Operation Iraqi Freedom, and Operation Enduring Freedom.

Acknowledges the sacrifice and service of American military personnel who were taken prisoner or went missing, and expresses gratitude for their dedication to national security and freedom.

Requires the Arizona Secretary of State to transmit a copy of this memorial to the President of the United States Senate, the Speaker of the House of Representatives, and all Arizona congressional members.
